      Goals

      We should create an overlapping panel like gmail does for keyboard shortcuts.

      We should provide an API for editors to register keyboard shortcuts.

      NOTE: We won't be supporting clash detections with 'native' keyboard shortcuts on the channels. For example, VSCode has currently no public API to provide information about the registered keyboard shortcuts, so there's no way to know if an editor registers a shortcut that's already in registered in VSCode. That's true for other channels as well.
