Migrate kogito-codegen-openapi to a Quarkus Extension

      Our OpenAPI codegen module is generic enough to live in its project in quarkiverse. Additionally, we can leverage a broader community to help with contributions and testing for this module.

      The work required to use this extension on our bits will be done in a different JIRA. This JIRA's scope is to have the first version of the extension available on Quarkiverse.
