Deploy pipeline: if nothing to commit, then set unstable

      When `CREATE_PR` and/or `RELEASE` are set to true, then the deploy pipeline tries to commit changes and create a PR.

      We should set the pipeline unstable if the commit command fails (due to no changes to commit).
