Prepare release pipeline job

      Steps:

      • Create release branch
      • On each release branch update snapshot version by calling deploy jobs
        • Prepare release shoud have own jovs
        • Create Pr is env.release or (params.createprs and modified files existing) in deploy jobs
      • Update kogito-pipelines with new release branch in DSL (as a PR and notification about it)
        • Seed Job to be executed once PR is merged
      • PR to remove release notes content on Operator master branch => https://issues.redhat.com/browse/KOGITO-8105
      • PR to update optaplanner version on master (or call deploy pipeline with master as base) as well as optaplanner version on examples/apps

      Depends on https://issues.redhat.com/browse/KOGITO-3034 which will allow to generate easily the Jenkins jobs for the new release branch created

          		 Pipeline: Allow to update version in deploy job Sub-task Closed Major Tristan Radisson
          2.
          		 Deploy pipeline: if nothing to commit, then set unstable Sub-task Closed Major Tristan Radisson
          3.
          		 Pipeline: Merge `create-release-branches` and `prepare-release-branch` jobs Sub-task Closed Major Marek Novotny
          4.
          		 Update main nightly job to be able to update the project version Sub-task Closed Major Tristan Radisson
