Update OCP version on RHsyseng/operator-utils library

    Description

      The rhpam-operator is not able to identify the OCP version since OCP 4.7.

       

      THe RHsyseng/operator-utils library version mapper and dependencies needs to be updated to match the latest ocp release, at this point 4.9.
