Remove temporary Decision/Business Central security workaround

    Description

      KIECLOUD-176 had to introduce a temporary security workaround [1], disabling security for connections to Business or Decision Central, as a bug was introduced upstream. (For example, health and read check probes were secured when they should not have been, for the probes.) The fix is part of AF-1821. Once that jira is resolved, and new 7.4.0 nightly artifacts are delivered and integrated, the workaround should be removed.
