In the 2019-03-20 PM call, it was decided to not expose the PROMETHEUS_SERVER_EXT_DISABLED in the trial-ephemeral templates in RHDM and RHPAM, as including it there implies tech-preview, which it has been decided it is not. The code can remain in the images, but we simply will not be exposing the parameter in the templates for 7.3.0.
