Rather than updating the prowjobs to contain the actual tag of the catalog image, switch the prowjobs to have :latest.  The env-cm step will lookup the actual tag and use that so it gets logged.  There is a function for this already but it is not working and we haven't been using it to detect it.

Konflux already puts its tag in.  Using the actual tag will continue to be passed through

• no need to have a PR just to change the catalog version
• Results will appear in testgrid
