Description of problem:

The Jenkins Client plugin tests have been continuously failing since May 17, 2024. This was around the time AUTH-509 landed in OCP 4.16. There is risk that this change regarding unauthenticated HTTP requests to the kube apiserver is causing these tests to fail.
