Use KEEP_ALIVE for sockets in FD_SOCK and TCP ConnectionTable

    Description

      TCP keepalive needs to be enabled, otherwise machine crash or switch crash would never close a socket, and members would never get suspected.
      Todo: verify this is true, and check what the defaults are for sockets created on Windows, Linux.
