Improve etc/jboss.sh to reliably start/shutdown server instances

We need to reliably detect that jboss is up and that jbossws got deployed correctly.

On shutdown, the server should be killed if ordinary shutdown fails.
A failing shutdown should not hang the entire QA matrix
