Create a special plug-in in Struts project: empty submenu is displayed

      EXECUTE:
      1. Create Struts project
      2. Go to Configuration > default > struts-config.xml
      3. Right-click on a "plug-ins" node and choose the "Create Special Plug-in"
      FAILURE: the empty submenu is displayed for "Create Special Plug-in" (please find Create_Special_Plug-in_video in the attachment).
