Struts Configuration Editor popup menu items in submenu plug-ins > Create Special Plugin has no label.

      Open struts-config.xml in Struts Config Editor.
      Right-click on plug-ins node and select Create Special Plug-in submenu.
      There are 2 menu items in Create Special Plug-in but they do not have labels.
