jbosstools-drools-5.3_stable_branch configuration issues causes useless jobs to run

As part of the global effort to reduce Hudson charge, I noticed that the following jobs is started every 12 hours without any reason. Because of cascading, it also causes the 3.2 aggregator job to run every 12 hours.

We must fix the SCM poll to avoid useless builds.
