Error message of reload operation in embedded host is wrong

      Embedded host controller is unable to reload without enabled admin-only mode. Error message of this reload is wrong, because err-message suggest to use "--start-mode=admin-only", but --start-mode is not supported in domain mode.

      [domain@embedded /] reload --host=master 
Reload into running mode is not supported, --start-mode=admin-only must be specified.
[domain@embedded /] reload --host=master --start-mode=admin-only
--start-mode can't be used in domain mode.
[domain@embedded /]

      FYI, embedded standalone allows to reload without admin-only mode
