Steps to Reproduce:
1. install the server
2. upload and directly enable an application
3. upload and enable the same application a 2nd time

With this version of HAL it is possible to upload the same application multiple times without any check.

In previous versions a duplicate check was performed leading to the failure of an upload of the application with the following message:

Cannot upload deployment: WFLYCTL0212: Duplicate resource [("deployment" => "application.war")]
