No check against uploading and deploying the same application twice

    Description

      With this version of HAL it is possible to upload the same application multiple times without any check.

      In previous versions a duplicate check was performed leading to the failure of an upload of the application with the following message:

      Cannot upload deployment: WFLYCTL0212: Duplicate resource [("deployment" => "application.war")]
