(7.4.z) Fix org.jboss.as.test.integration.ws.wsse.trust failures on SE 17

WSTrustTestCase.testPicketlink should like be disabled on SE 17 and the deployment used for it replaced by an empty jar, although right now the test actually passes. But picketlink is not going to be supported on SE 17.

The ServerSetupTasks used by these likely need to be modified to reflect changes made upstream for WFLY-15001 – but only when SE 17 is used. The tests should not be modified except when SE 17 is being used.
