Web console shows reload is required when restart is what is actually required

      1. using web console go to Configuration > Transactions > View > Attributes > edit
      2. change Use journal store > save
      3. go to runtime (e.g. by clicking Reload server(s) now in popup window)
      4. click standalone server

      In web console "A server reload is required!" is shown even when "process-state" in CLI is "restart-required"
