Web console should not offer 'Reload server(s) now!' button when not reload but restart is required

      1. using web console go to Configuration > Transactions > View > Attributes > edit
      2. change Use journal store > save

    Description

      This may be confusing since user doesn't need reload but restart and moreover restart currently can't be done from runtime page which is the destination after clicking the button.
