Document SAAJ 1.4 / 1.3 switch in EAP Developer and Migration Guides

Description

    As a consequence of https://issues.jboss.org/browse/JBEAP-17796 , we need to mention the SAAJ change in the release notes + EAP manuals.
    We also need to add a note in https://access.redhat.com/articles/112673 explaining that SAAJ 1.3 is deprecated, despite being part of the EAP distribution.
    Saaj 1.4 may break user created soap handler. If this happens, saaj 1.3 can be enabled by setting system property " jboss.saaj.api.version=1.3" .
