Add a SAAJ 1.3.x module

    Description

      Provide a mechanism for having both SAAJ 1.4 and SAAJ 1.3 api and implementation included in the distribution. The module(s) for 1.4 should be enabled by default, the user can opt for the 1.3 one(s) by relying on a system property.
