Installing central from zip introduces errors

      Verification steps:

      • download zip with central updatesite
      • disconnect from internet
      • Help -> Install New Software ... -> Add -> Archive (Select downloaded zip archive)
      • Check all
      • ASSERT: Installation can be finished

      Offline installation from central zip (https://devstudio.redhat.com/12/snapshots/builds/devstudio.product_master/latest/all/devstudio-12.11.0.latest-updatesite-central.zip) introduces this error:
