Installing central from zip introduces errors

      Verification steps:

      • download zip with central updatesite
      • disconnect from internet
      • Help -> Install New Software ... -> Add -> Archive (Select downloaded zip archive)
      • Check all
      • ASSERT: Installation can be finished
