Cross-site: 2PC transaction does not acquire locks

    Description

      ClusteredCacheBackupReceiver transaction replay does not prepare the transaction after finishing. The prepare is required to acquire the locks to keep the data consistent.

      For one-phase-commit, the cross-site request must be made first before the local site request.
