The REST endpoint copies the existing GlobalConfiguration to parse the JSON counter's configuration. However, the ClusteredLockManagerConfiguration is missing the @BuiltyBy annotation and it the GlobalConfiguration is copied, a NullPointerException is thrown.

Also, the "parsing" can be improved because there is no need to copy the GlobalConfiguration.
