ACCEPTANCE CRITERIA

The cmd line flag should result in the ImageStreamImport and ImageStream objects specifying the API manifest list flag

DOCUMENTATION

The new flag should be mentioned in the product documentation.

What should be the name of the flag and what possible values should it have?
- Should be the same as in https://github.com/openshift/oc/pull/1289 (it's final version)
