Add conditional pre-submit tests for CPO overrides

      With the introduction of static CPO overrides (https://issues.redhat.com/browse/HOSTEDCP-2026) we need to add conditional tests that run on presubmit for changes to the hypershift-operator/controlplaneoperator-overrides/assets/overrides.yaml file.
      The 2 tests that need to run are hypershift-e2e and ocp-conformance for the specific release that is getting overridden.

      These tests should only run when the overrides.yaml is changed.
