Snapshot cleanup became stuck in stage because the influx of tasks overloaded the workers. It was turned off (and is still turned off in prod)

It should be turned back on but modified to run in smaller batches. Create a new CLI parameter that limits the number of tasks enqueued by snapshot cleanup.
