Similar to HMS-9849, grubby is not needed in RHEL-10. I didn't look closely which package pulls it in but doesn't seem like a hard requirement:

# dnf repoquery --installed --whatrequires grubby
systemd-udev-0:257-16.el10.x86_64 
# rpm -q --requires systemd-udev
(grubby > 8.40-72 if grubby)

We don't fully test grubby in CVM and it can potentially create complications.
