[RHEL-9][CVM] should not install vdo or grubby in CVM images

      In Azure RHEL 9 CVM images (9.6, 9.7 and 9.8), the packages vdo and grubby should not be installed.

      It pulls in kmod-kvdo > kernel-modules > kernel-core in turns. Not sure what pulls in grubby but it's not needed either.

      All those packages should not be installed in CVM images.
