Create a new job type to generate manifests via image-builder-cli.

It should do:

dep solving
resolving containers
resolve ostree commits
Generate the manifest (currently a separate job)

This should be configurable on a per org basis so we can turn it on or off if some issue is found.  

The manifest should be passed to the existing build job.
