As part of this a new job would be created that would do:

• Content resolution
• manifest generation

Then the manifest generated would be able to used in the current build job.  This will help:

• Validate that running Image-builder-cli on the workers can be done without issue

This would involve:

• Ensuring image-builder-cli is built and installed on the workers
• Creation of a new job for manifest generation (including resolving all types of content) using image-builder-cli
• Switching to that job
