Manage non-Edge Management created rpm-ostree Edge systems and images

Goal:
Edge Management ignores systems reporting to Insights that do not match a commit created via Edge API. host_type=Edge systems previously showed up in Insights Inventory, but are now filtered from the Traditional tab. This results in systems running an image created with on-prem Image Builder being filtered from view.
- Remove the commit hash lookup that causes Edge API to ignore Insights systems not matching a known commit hash.
- Update the API and UI to disable the Update feature for non Edge API managed systems.
Acceptance Criteria:
A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.
- A system with a non-Edge Management created image is displayed similar to Image Mode systems (TBD traditional, immutable, or combined tab in UI)
- the Update feature for EdgeMgmt managed systems should be disabled (enabling updates can be implemented under separate feature).
- The system list and detail pages display image information that can be collected via insights-client
Open questions:
- Pulp move from AWS will enable the ability to

- Import ostree commits generated by a local Image Builder
- Update systems via the Insights consoledot UI with a simplified playbook process
- Consideration for forward looking Image Mode should be made here as well
-
- e.g., how they are displayed and managed with similar flows (regardless of ostree repo or registry backend)
