Goal: 

• Unify loading state indicators - use the ones recommended by HCC design guidelines.

Acceptance Criteria:

• When Loading RBAC, show centered spinner icon with no other page content (on all 3 pages).
• When RBAC is loaded and loading domains data from API

• • On "Default page"
    • Display header and table. Show "skeleton" where rows will be displayed.
  • On "Details page"
    • Show inline skeleton for domain name. And show page section with skeleton on place where form details will be displayed, i.e. instead of DetailGeneral component.
