Goal:

• As an administrator, I want to be able to register an IDM deployment as a Domain Join target in HCC/console.redhat.com.

• UI exists to register the IDM deployment
• RBAC privilege to create IdP records exists
• Privileged user can use the UI to register an IDM deployment
• API create method has unit tests
• Database schema documented
• API create method documented
