Description of Problem:

Creating a customized RHEL image for WSL environment and using OpenSCAP policy, `DISA STIG with GUI for Red Hat Enterprise Linux 8` or `DISA STIG for Red Hat Enterprise 8` fails with following error:
"DNF error occurred: MarkingErrors: Error occurred when marking packages for installation: Problems in request: missing packages: xz"

Steps to Reproduce
- Access image builder on the Hybrid Cloud Console
- Click Red Hat Insights > RHEL > Inventory > Images. The Insights image builder dashboard will appear.
- Click Create image to open the Create image dialog wizard.
- On the Image output page, select the following:
- From the Release list, select Red Hat Enterprise Linux (RHEL) 8.
- From the Select target environments option, select WSL - Windows Subsystem for Linux (.tar.gz).
- Click Next.
- On the Register page, select Automatically register and enable advanced capabilities.
- From the dropdown menu, choose an activation key to use for the image.
- Click Next.
- On the OpenSCAP page, select "DISA STIG with GUI for Red Hat Enterprise Linux 8" or "DISA STIG for Red Hat Enterprise Linux 8"
- On the File system configuration page, click Next
- On the Content page, add the `xz` packages to your image
- On the Name image page, enter a name for the image.
- Review entries and click Create Image
- After a short while the image will fail to build with following message:
DNF error occurred: MarkingErrors: Error occurred when marking packages for installation: Problems in request: missing packages: xz
Actual Behavior
Attempting to create WSL with security profile fails.
Expected Behavior
Image would be created and available to use
