Using OpenSCAP with WSL2 very likely wouldn't work (it definitely doesn't work right now) and the rationale seems questionable. As a first step, we should disable the OpenSCAP step for WSL2 to not mislead customers.

Goal

• Show a warning label in the OpenSCAP step about this being incompatible with WSL, if WSL is selected
• Disable the OpenSCAP step in the frontend if only WSL is selected as target
• Disallow the combination in image-builder and return the same error message that we show as a warning label in the frontend
