api - Add api to list errata within a content template

      Goal: 

      • We want the ability to list advisories within a content template (which is a bundle of snapshots)

      Acceptance Criteria:

      • An api  GET   /api/content-sources/v1.0/templates/UUID/advisories/
      • supports pagination and filtering based on name/severity/type/summary
      • make sure to return a list of cves

      May use tang api from https://issues.redhat.com/browse/HMS-2941
