api - Add api to list rpms within a content template

      Goal: 

      • We want the ability to list rpms within a content template (which is a bundle of snapshots)

      Acceptance Criteria:

      • An api  GET   /api/content-sources/v1.0/templates/UUID/rpms/
      • supports pagination and filtering based on name
      • would return same attributes as api in HMS-2940

      May use tang api from https://issues.redhat.com/browse/HMS-2940
