Goal: 

• Investigate, a candlepin service in ephemeral.
• This would allow us to 'turn on' candlepin support in ephemeral
• We may need to define a new deployment file that specifies a candlepin container
• would have to trigger org creation with the default org ID
• It may be worth chatting with other console dot teams about what they do (subscription watch maybe?   Kevin Howell) 

Acceptance Criteria:

• Candlepin running in ephemeral, with candlepin support turned on in our app during ephemeral deployments
• A new ticket, with the description of what to implement (if anything), ready to bring to grooming
