Goal: 

• Delete candlepin environment when content template is deleted
• Delete content template specific distributions in pulp

Acceptance Criteria:

• Use the content template delete task and trigger a deletion of the environment in candlepin
• Add a check to not delete the content template if there are systems associated with it as part of the content template delete api (We may have to do this later after patch integration, but we may be able to ask candlepin for it.  Open a new card if not.)
