osbuild first boot service in WSL images is broken

      Describe the problem

      Registering WSL images via the first boot service is broken in case insights or rhc is enabled. There are some hacks in place which run restorecon and semanage which fail because there's no selinux on WSL.

      Steps to reproduce

      1. build image with rhc
      2. import & run on wsl
      3. check status of osbuild first boot service
