      Goal + Acceptance Critera: 

      • Implement tests for the "unprivileged user" scenarios.
      • As a user with view (but not edit) permissions for the idmsvc service, I have access to the operations I am allowed that meet with:
        • <METHOD> <ENDPOINT> is allowed.
        • Privileged operations are rejected with 403 Unauthorized.
