      Goal + Acceptance Critera: 

      • Implment tests for the "privileged user" scenarios.
      • As a user with the edit permission(s) for the idmsvc service, I have access to the operations I am allowed that meet with:
        • <METHOD> <ENDPOINT> is allowed.
        • Any other (if any) is rejected by 403 Unauthorized.
