Goal: 

• This task assumes HMS-2981 is already complete and there is a library to integrate into the backend
• Using the library to query the pulp database, integrate searching RPMs by name into the backend
• Add an endpoint to search snapshot RPMs by name

POST /snapshot/rpms/names

• A new endpoint that functions as shown the example above.
