Goal: 

• To support RPM name search for snapshots, create a new library that queries the pulp database and include methods to support searching RPMs by name.
• Name the library. Some ideas are: Tang, Puree, and Caprisun.

Acceptance Criteria:

• A new github repository is create under the content-services organization for this library.
• The library is tagged such that it can be imported into the content-sources-backend application.
• Should include a method or set of methods to enable searching for RPMs by name within a set of repository versions.
• Should setup integration testing on PRs with a running pulp server
