Goal: 

• Edge API should be able to determine where the current Image/commit is stored (AWS or Pulp) and store the new version accordingly

Acceptance Criteria:

• An update for an Image currently stored in AWS should be successfully created and stored in a new Pulp repo
• An update for an Image currently stored in Pulp should be successfully created and stored as a commit in the same ostree
• A system updating to a repo/commit stored in AWS, should successfully update to that commit
• A system updating to a repo/commit stored in Pulp, should successfully update to that commit
