Create a Pulp Distribution for an OSTree repository

      Edge API need to request Pulp create a distribution for the newly created repo.

      Image Builder will push to the same repo, and Pulp does not make a new version available via Distribution until content is available, so a new Distribution will not be necessary for each version.
