Create ECR resources on AppSRE prod

      Request a new ECR resource, and a job that will rebuild the container images on ECR.

      This was all done on stage in HMS-10235 so just copy the resources in the app-interface and ensure everything works correctly, store the URLs and tokens in BitWarden.
