Request a new ECR resource, it is self-servicable:

Also, request a resource that will be used to build new containers on schedule, likely some RHOS job or VM. Use the upstream repo (HMS-10236) as the source of Containerfiles and follow the same caching mechanism from upstream build scripts to ensure the history is clean and consistent. I assume the build script could be part of the upstream repo, if there are additional steps to be done let's break this task into smaller sub-tasks.

Finally, research how can we delete containers from that resource, like if we deprecate RHEL version or accidentally push something incorrect into the registry. We want to be able to delete something from it. Document it.

Do it only on STAGE, there is another ticket in the epic that does it for PROD.
